How many peacocks do you guys think I should go with. I was thinking 5.

Tall or long?

Really a 20 gallon isn't big enough for peacocks. Some might disagree though.
 
I'm using a 20 to grow out some peacock fry. Peacocks can reach six inches though, so I don't expect to keep them in a tank that size forever. You might be able to fit a pair in there, but that might also be pushing it. I do have three in a 30 gallon and they've done well.
 
20 a long will hold a young pair. However in time that will need to be in a bigger tank. Remember these fish are not really pairing fish, so it will be hit or miss with keeping them in this size tank.
 
You could MAYBE put one small peacock in there. A peacock that only grows to around 4-5 inches. Idk if it could work but he might be cramped in there. If you do decide yo go with it make sure it is a 20 long.

Peacocks are active swimmers and prefer more space then height
