Strange Brown grit on Heater

I was doing a water change today in my 10 gallon quarantine tank and noticed that the hot part of the heater was covered in bubbles. I wiped off the bubbles and underneath is a hard brown gritty substance. It almost feels like sand paper and is very hard. I've never seen this before and it concerns me. The tank is housing one female Venustus that was infected with what looked to be worms. seen here

Anyways I was hoping someone could shed some light on this for me. I'm not sure if it was to do with the worms, medicine, or something else. Here's a pic:

LOL, I don't think its the water. I have 2 other similar heaters in separate tanks that don't have anything wrong with them. I'm hoping its just the meds (tetracycline). It might be because once it dried it has a sparkle to it as I turned the heater. It just seems odd that it would only be wrapped around the heating part of the heater.
 
Yeah, it did sparkle pretty good. I used a blade to scrape it all off and put the heater back into the tank. I really appreciate your help. Thanks.
