Anything with surface area can be a bio-media. Even the walls in your canister house those bacterias. So I say why not? As long as your ammonia and nitrites are zero, it means those plastic straps have provide sufficient area for bacteria to fully colonize

+1. Totally agree. True, there are probably more efficient forms of media, but if your ammonia and nitrites are zero than it doesn't matter. Anything with lots if surface area will work.
