There is a stray dog outside of my house and its has been out there all day. I want to catch it so I can bring it in and try and find the owner, but when ever someone goes towards it it runs away. It even ran away from my 4 year old sister. Anyone have any advice on how to get close to it? Thanks for any help

First off, it obviously isn't overly friendly so do not go near it if you don't want to risk getting attacked and definitely keep any young ins away. Your best bet is to call animal control to come and get it, they have the protection and gear needed to deal with something like that.
It's possible it is just feral and will not come near you for anything. Also possible it's a lost pet that is just terrified and can't find it's home... either way though it is potentially dangerous and if you decide to try and get near it you are putting yourself at risk.
However... if you MUST do this yourself instead of calling professionals you can try setting out some food where it can see you and step back a aways and just sit and watch quietly to see if it shows interest and comes near... if so you can *attempt* to lure it into a cage that way... chances of getting your hands on it though are pretty slim if it is scared of people....

why don't you just call animal control and have them take it to the pound? if the owners are responsible that would be one of the first places they try and contact.

He is just trying to do a good thing. As long as he doesn't get pushy with the dog he will be fine.
Also, try sitting alone outside for a long time. The dog should get used to you and become more curious, eventually approaching you. At which point you do nothing but let it feel safe. Repeat until trust is earned, talk to dog, slowly extend hand toward dog (not with food!) and he'll sniff it, you'll be bonded. Takes awhile.
