Stunted Oscar

I purchased an albino oscar back in January. He was tiny, maybe an in and a half. I put him in a well established 20 long and figured as he grew I would start moving him up to my bigger tanks until I could have him in my 125. Anyway, I don't know why it took me this long to realize that he was stunted. I didn't really even know it was a thing. He is now probably 3". He was in my 40 gal breeder for a few weeks and I have now placed him in the 125. Is this extremely small size for an Oscar this old potentially deadly? He's my most interactive fish. Even at his small size he will eat from my hand, not at all like my other skittish and boring American cichlids. How large do stunted oscars typically grow?
 
Also, if water change routine is the reason, why is that the only fish stunted? I have a 9" vieja that grew fine, and an 8" JD. Are Oscars more susceptible?

Tbh I think 25% is enough. If he has been fed well and no aggression between other tank-mates, I would think he could have been stunted at the aquarium store itself, or genetically stunted
 
He wasn't with the larger fish until last week. The oscar had access to all the guppies he wanted while being the larger fish. Is it food? is it tank size? or is it water change routine as you suggested? I hand feed him, he gets fed.

Yeah, Ive never heard a 25% weekly not being enough or excessive. He wasnt with any aggressive fish. He was with guppies and a Ram
