i was planning to make a background, so certain part is left uncoated and it will be in contact with water..will it be fine?
 
I haven't had any problems long term. I only had fish transported to my place in a syrofoam box if that helps at all. IMO they should be alright. What kind of fish will be in the tank hardy or sensitive?
 
should be fine. just dont let little particles out because theyll clog ur filter
 
i havent planned what fish i am going to put inside..
should be the one that suitable the pH value since the it tends to be high
when cement is present..
is there anything natural that i can add to lower the pH?
 
you could try peat filtration( it will stain your water like pee or diluted tea) just get an old stocking fill it full of peat moss and place it in your filter or you could try driftwood. both of these should lower the ph.

but you shouldn't need to use the buffers. If you soak the cement background in a salty bath i think for a few days and rinse it should stop affecting the ph.
 
lets see how the situation will be then..
i still have many things to do before i could get the background done..
