Depends, in the case of pbass I belive they're illegal in the store too, my lfs can't get them from their distributor since its flagged as restricted in FL

Most of the time if you are doing any collecting, you have to have a special permit to remove ANY specimens unless if it's a game fish. Although, I believe there are regulations on those as well, size and male/female. Depends on the fish.
