i would like a school of smaller sized fish. tiger barbs are too aggressive for my taste and i fear Harelquins are not aggressive enough, so i am looking for something in between i guess...unless there is someone who has good results with keeping Harlequins and SAE together.

I LOVE my barb tank! Tiger barbs, golden barbs, cherry, green, etc. are all great. More aggressive than tetras and whatnot, but very interesting to watch because of that. They get along well with danios and the like.

It is fine. SAEs share the same habitat in the wild with most rasboras, barbs and danios. There really is no issue in mixing harlies with SAEs to begin with. I've tried this with my hengelis and espeis with no issues.
 
There is no issue mixing the small schooling fish with the SAE's. If you don't mind mixing with tetras, why not something like rummynose tetras

1 SAE (~3 inches)
3 Garra Flavarta (aka Panda Garra)
5-6 Loaches( Dwarf or Zebra)
15 Harlequin Rasbora

All asian tank, does it sound like it can work well?

Would anyone choose the Rasbora Espei instead of the Harlequin. I have kept Harlequins before and liked them. I have never kept the Espei.
From pictures, it would seem the Espei have more intense coloration.

Espeis have similar requirements as the hengelis and harlies. I prefer espeis for that reason.;) I've kept all three though.

I will try to find the Espei but the are hard to come by locally.

As far as the Loaches for this tank, what would be a better fit, the Zebra or Dwarf?
