can't you just use a ball valve to slow the rate going into the sump if it were to be under the tank? and to prevent a siphon from happening during a power outtage, can't you just make a small hole on the tube/pipe near the water level so when there is a power outtage and the water level goes pass the small hole of that tube/pipe, the siphon would stop. or no?
