YES most defiantly IN the sump, Rays can get burnt by heaters in the tank.
Depending on room temp and heat loss through the plumbing etc, you'll have to set the heaters on a higher temp in the sump to get the desired temp in the tank...
it will still be a stable temp, just the thermostat will say for example 88f, and the tank temp will actually be 81f.
