I get by fine with about 4x turnover in my tank. It is around 700g with roughly 4x turnover max. This is just from my experience so will be different for other cases.
It depends on how you set up the system. Sheer power for turnover rate will overcome many design shortcomings but a well designed system does not have to have a massive turn over.
Also note I do about 50g auto water changes a day. So that will help, but don't do any real syphoning (maybe once every couple months)
But I will say having a higher turnover rate would get my tank looking cleaner faster after feeding times, but my system does the job fine.
