Sump

So ive got a 55G SW tank setup and have recently purchased a skimmer. It can be placed in sump or has a HOB kit. Ive got it HOB b/c i dont have a sump. Well the pump for this thing is HUGE and i hate the way it stands out in the tank. I has wonderin if i could turn this rubbermaid bin i have (31G) into a sump that i could simply place the skimmer and thermo in. What would be the best way to go about starting this? I know you have to have a return pump and some kinda of overflow. What size pump am i lookin on having to get. Also what would be a safe guard for this method during a power outage? Im noob at the whole sump idea.
 
Forgot to mention from the top of the tank to the bottom of the floor where the bin will sit is around 4-5 foot, i guess this is what they call "head"
 
do you want it just for the skimmer
if so look at the size of the pump on that and i would 100 - 200 more gallon per h more

but if you gonna go through this trouble i would just amke a w/d out of the bin to help w/ filtration
a 700 gph pump and a decent dit trickle filter could filter that entire tank

post up the dimensions of the rubbermade tub and the size of the skimmer and maybe i could draw something up to be a w/d and have room for the skimmer

Thanks for helping out. As of right now i have about 55 lbs of live rock so filteration is really what im worried about atm. I just wanna get this huge skimmer off the side of my tank. The bin is 32.3x20.4x16.7in and this is the skimmer, its the turbo version: http://www.drsfostersmith.com/product/prod_display.cfm?c=3578+4392+19002&pcatid=19002
