Planet catfish says they can get 19 inches... I have never seen one that big. As far as biting rays... I have never read that they bite rays. But i myself have not had one although I did some research on them as I like the look. I had all different cats with rays at one point but got id of most of them as I felt the rays needed to own the bottom of the tank.
