Without pictures of the gill plate it is hard to tell.
I have one orange Wakin Goldfish that accidentally got it's gill plate caught in a net and it tore the gill plate off. The fish recovered, has grown up, and has been doing great for 3 years in my outdoor pond, however the gill plate never grew back.

had a red empress fry that was born without and had developed fine no issue just blood red gill exposed to the world.
 
A lot of cichlid fry are born with short/missing gill plates. This is something I would cull for, but others may not. I don't breed adults that have defects like that from birth.
 
I can but its in the UK so dont think it will help you sorry.... I had to drive 2 hours each way too pick them up... He would not post
 
Also does anyone think the new female and red heads behavior is strange...... Lights have been of since i indroduced them but they have still been in close contact and have now both gone to bed in his cave
 
Well the red head and new sev are not in love any more he now chases her round the tank if she dares to go near his cave untill she goes in a smaller cave that she can fit into.... I thought i had enough hidding spots but there is only 1 that she can fit into and he cant so i ordered some more bog wood and will have to rescape when it arrives
