Superglue

I would think it would depend on where it is and what kind of fish you have. Some may try to eat it or nibble on it(plecos for one)
 
Once cured it's harmless. A lot of people use it to secure plants to wood and rocks. Make sure it's cured before adding
 
Depending on the application though look at either silicone or fluval plant glue
 
I had to cut a larger opening on my Powerade bottle (The fish steal the knive's food) since my knifefish is starting to get fat. I just used hot glue around the edges so he wouldn't cut himself, and for my purpose it works fine.
 
I have anubias super glued to rocks, its been awhile with no harm done. I used loctite brand gel.
 
Thanks guys. Just using a little to glue a Manzanita branch to a flat rock to keep up right.

As previously mentioned people glue coral frags all the time by putting glue on them and then attaching it underwater! Thats the opposite of cured. It surprised me when I first witnessed and did this as well. Super glue actually cures from water vapor in the air. Naturally then it cures underwater quite well too! If you get super glue on your fingers try to wipe it off...not wash it off.

I usually see it attached outside the water then put in water. It has a cure time of 30 seconds
