Superglue

I usually see it attached outside the water then put in water. It has a cure time of 30 seconds

People do it all the time though I believe most use the super glue gel. Taking a piece of live rock out might mean having to disassemble and entire reef setup. Either way if it doesn't kill sensitive coral it probably won't hurt freshwater fish cured or uncured.

Didn't know that it cured underwater though that's good
 
I've used it on very wet driftwood, only problem is making sure you have your second piece in your other hand because taking that moment to grab whatever you're gluing can be the difference between gel and cement. Also, have something on hand like tweezers or a knife you don't care about to hold anything small against the glue - as mentioned previously it will bond especially well to wet hands. I've used the fluval glue to fix moss and anubias to waterlogged driftwood and plopped it right back in thet tank, no harm done other than fingers glued to some moss :)
