First id the frogs and then make sure he doesn't use pesticides or herbacides nearby, very few tadpoles are insectivores until they sprout legs, the are algae feeders and the few exceptions are mainly from Africa or American desert pools where they mainly eat each other. If they are frogs and not from a pond that gets chemical runoff I, personally would use them. Can you buy live sardines or anchovies from bait shops there? If so they make good feeders for fw fish as very few sw parasites can transfer to fw fish and as pelagic plankton feeders they carry few in the first place.
 
Or you could get an extra 20gal tank and grow your own feeder guppies/platys/whatevers
