UV is a last resort in my book, or as wyldfya said, another preventative method. To answer you question though, yes a tank black out will kill algae, and your fish will be fine.

Agreed WyldFya, but if you have to wipe it all out, immediately clean the glass, substrate, filter and do W/C's to remove the dead organisms.
