wider

If you are going to build anyway, why not go 8x3x3 that way you have the best of both worlds, and no regrets later. Yes wide tanks are ideal for the fish, but if you want the eye pleasing tank, tall gives you that shock and awe effect. IMO....

I would need thicker acrylic wouldnt I? i think with the 2ft tall i only need 1/2" thick but witht he 3ft tall it ended up needing close to an inch thick if i remember correctly.

Id personally get the one inch on a 8x3x3 tank anyway. If you have trhe money why not get the full inch? By the way that is my dream tank

which is would be better? 96lx36hx24w or 96lx24hx36w? if the fish in it didnt get more than 24".
Well I was really basing on what your original dimension where, you mentioned a 96lx36hx24w, and yes it would be more for the taller tank, but it may not break the bank. I'd say try and go shopping/looking at the different heights. Plus theres a thread someone started about posting pictures of tall tanks. A tank like you are wanting that long is virtually a show tank, don't cut yourself short and end up wanting taller later, when you can spend a few pennies more and get it all done at once. JMO..
Size get's addictive.
