you would need to wipe it down with acetone first, and get a good even coating on the inside. and even then it can crack/peel/chip over time.
you could also get a piece of acrylic to put inside, and paint that instead. it would be easier than trying to spray in the tank. and you could remove it if you needed to later.

it wouldn't necessarily need to be thick. you would need to drill the holes for the bulkhead fittings though, so it doesn't block them.
also, don't forget to let it cure before using it

hmm sounds easy enough then just put some cocking around all edgs to keep water from getting in?

you would use silicon, not caulking. but it wouldnt need to be watertight. just enough to stick it to the background. (the silicon will also need to be fully cured before filling the tank with water)
