If you just fill up your tank with water and turn on the filter without adding any source of ammonia (chemical or fish), No.
 
Add something and you will find out. If you have a test kit kit check the water.

You still need to monitor the water and be prepared for WC to keep toxicity to a minimum until the tank completes it`s cycle.
If you get some miracle juice, be sure to pick up a quality test kit so you know what`s going on in your tank.
