A sump would only cost as much as a used 90g or 125g, maybe $150 tops plus a couple of pieces of glass from Home Depot. Cleaning is just elbow grease and is free. You could certainly have it up and running with everything but fish for less than $400 over the cost of the tank/stand and probably much less if you shop smart.
