Tank not heating properly

Are both heaters in the same overflow? If so they may be too close together/ turning one another off when they click on. I would definitely get a heater controller. Aquarium heaters have always been one of the most frustrating parts of the hobby for me. They are just not reliable. Especially if you are using two in the same tank. A heater controller is inexpensive, prob get one for $30. It will solve your problems.

The filters are sitting in my overflow. Bad spot?

As in they are in the sump or the actual overflow rectangular box? If in the actual overflow, I think you’re loosing a lot of heat in the sump and tubes pushing water back up.
