tank problems and fish spotting

All of the little blue specks on the fish are actually white in person.

These are my pb, anyone have a guess at what kind they are? Or are they still too young to tell anything? I was kind of thinking mono from all of the other threads that I've seen and read on here.

Here is a pic of the whole setup. Which will be getting a whole lot bigger after Christmas, I just picked up the FX5 filter for it a couple of hours ago.
 
Well I have an update on the ick situation. I decided to use "Ick Attack" and on the second day of use it decided to take my PB along with it's attack on the ick, but the ick is clearing up on the oscars and in the tank. Now this weekend I'm gonna start on building a stand and getting the 125 set up and i will use just that tank for the new PB in a couple of weeks.
 
As everyone else said stable temps and ph are always advised, but also anytime you do a water change be sure the temp in water out of the tap is as close to tank temp as possible. It doesn't take a huge change in temperatures to cause an outbreak of ick.
I always have a spare thermometer to check new water out of tap before adding.
If you can't rid it with increased temps and salt, in severe outbreaks I like Quick Cure.
It has worked for me in the past.
