I was doing some research on the senegal bichir. can they really live in a 30 gallon? the literature I have read says that is the minimum for one because they don't move much. if so I want one.

Yea i would say one solitary senegal can, but ideally i would buy a 40 breeder. The 10 extra gallons along with the wider footprint will give you more options quantity and species wise.
I think that you could do that. But if you have some extra money and the extra space i think he would enjoy something a little bigger but i think that of you give him plenty of food hiding places and love he'll be just fine. Also what ever websites you checked you might want to get a second look at the senegalas bichir it is one if not the most active bichir of them all.
