Tank Super Cloudy, Maybe algae

I just placed an order for a UV Sterilizer. I never thought I would get one (or need one). From what I have learned though, is that it also greatly reduces pathogens that cause fish disease, besides reducing algea. This, for me, sold me on it. I bought a 13 watt UV ($90) and am waiting for it to ship.

Have you tested your nitrAtes. Normally the only time I get floating algae is when the nitrAtes have creeped up higher than 40 ppm. Ensure you read the directions and follow them to a "T" on the nitrAte test, otherwise you will get a "false negative" or something that looks like between 0-5, which is wrong.
 
Nitrates around 20 ppm, ammonia 0, Nitrites 0 PH 7. I think the water parameters are pretty good. I have reduced the amount of time the lights are on to about 4 hrs/day and done about a 30-40% WC 3 times this week. The water is still pretty cloudy, it has gotten less cloudy but still not even close to clear. I ordered a UV sterilizer so hopefully that will clear things up.
 
Holy crap that's a lot of light. Unless you're planning on growing a lot of plants in the future, I'd sell that T5 fixture, buy a twin tube T8 fixture, and keep the change.
 
maybe alge but you said you recently set this tank up? sound/looks like its going through its cycle. dont change the water and let it do its thing...GL
 
Can anyone recommend a lighting solution for a black sand and background tank. I need it to be bright enough for the black on black tank but not bright enough to cause an algae breakout. I currently have 4 39w HO t5s on for about 5 hours a day. The fixture is way overkill with 12 t5s. I need something less. The tank is 72 inches long.
