Get rid of the filter, hook up a sump or something to the intake like Ikeeppacu suggested.

I would also advise you layered pond liner or something over the inside of the pool if your keeping spiny finned fish like plecos, cichlids, catfish or stingrays that might puncture the fabric.

I didn't bother with the filter that comes with, just built a better one.

Started out with that and upgraded to a 32 gallon bucket.
 
I have an 18' dia pond like yours. My kids ordered it on internet. Then gave it to me. I have big stuff like Arapima, rtc, etc,etc. I have to put it in covered outside area. I'm getting together thoughts like you on afordable heat,and filtration. send threads as you progress.
 
Well...I know how everyone hates the filter that comes with the pool, but I have had mine up and running constantly for over 4 months.
I have the 10' metal frame pool from target and have the filter hooked up to a medium sized rubbermaid bin full of bioballs and filter floss. The bin is resting on the side of the pool and the pump has no problem moving enough water through.
I also have a large powerhead inside the pool for more circulation, but unless you have very large fish, it should be fine.

I thought my setup was going to be temporary until the filter died, but it still runs perfect. The filter itself sucks, but if you add something for biological filtration, I think it is an ok filter for what it is!
