TDS question

so I was wondering if this would be accurate, since according to this table if the middle column is TDS ppm readings my dH would be somewhere around 14 maybe

No, you're reading the table wrong. It's not a relationship chart. Think of it as measuring in inches, and then feet. Inches being the PPM, and feet being the DH (degrees of hardness).
 
If he really is from damascus he might struggle to geta api kit
 
Although you want to know what your GH , DH etc is what are you prepared to do with the results? Personally i havnt gone into whater chemistry past phostphates as you talking about addtional reacters etc RO which i wouldnt be prepared to make my water changes so much harder.If you cant get a test kit you would assume you couldnt get the equipment required. Just a though if you tieing your self in knots over levels you cant change apart from water change mains water carbon/softner filter?

No I wouldn't say that, you actually have a good approximation of your total dissolved solids so that should tell you a good deal about your water quality. You don't know the exact hardness or the buffering capacity but pH can give you a clue on the kH. If you have a low pH and low TDS then you probably have soft water with a low kH, if you have a low TDS and high pH you have soft water with high kH etc. Finding a GH/KH kit or making one yourself with the chemicals would be nice as would getting a pH kit/ meter/paper.

Well I was thinking that if my water turns out to be hard and basic I could add some more driftwood to lower the Ph and hardness, nothing drastic I know but at least I would know to stay away from corals and shells as decoration for the tank.
