My sneak head is in 100 gallen tank in an outside brick building temps out side are at 24 heater set at 28 can I git away with turning the heater off for few hours ?

Depends how quick the water temp will drop, also what species of snakehead, some are tropical alot are sub tropical and dont do well kept at all year round heigh temps.

If the outside temp is 24 then it will be fine.

So what u mean if the out side temps at 24 i could turn the heater down by few degrees as it's sittin at 27 28

Yeah, it will be fine between 24 to 28, as long as the temp keeps in-between that range you will be good.
