Water change water change water change. It's probably too late to get him to monster proportions but shouldn't be too late to get him to gain 3-4 inches.

Try doing at least a 50% water change every week. I'd be surprise if you don't notice and improvement after a month or 2.
 
Sorry, my stupid phone and predictive text regarding the nitrate/nitrite. I do a 50% change every two weeks, basically because the oscars are messy feckers, but ill try upping it to every week, thanks for the feedback
 
I was also thinking it maybe a feeding thing, I feed NLS as their main diet and occasionally supplement with chopped prawns as I always have, but the oscars (as they do) fight to devour it first and leave him the scraps, would it be worth taking the big oscar out to give him a chance? The oscar was a rescue anyway and didnt expect to keep him this long and can easily rehome him, what do you think?
 
I'd only remove the O if 1. You really want to. 2. He is stressing out the festae i.e constant chasing and fin damage.

If not then I wouldnt remove him, just make sure your feeding enough food to them all but watch your params if you do increase the food.

Also, water changes dont need to mean cleaning the tank, its good to regulary change their water as this is the guarenteed way of getting rid of large amounts of nitrate.

Nitrate isnt as toxic to your fish as Nitrite or ammonia but it will stunt your fish's growth and reduce their general health.
