Update: I've found .25 ppm of Ammonia in my tank last night and today. I'm not quite sure what happened but I'm guessing that it works but only on a very lightly stocked tank. So I still believe that it works to help start things but I definitely wouldn't add water to tank, throw in Safe Start and throw in all fish for a fully stocked tank.
