the RSPCA in England are pretty similar, and this is why they receive no govt funding. Their kinds of crimes are much less publicised. I met a guy who told me about someone who affiliated themselves with the rspca poisoning his wife's guinea pigs in the garden cos there was an animal research section at his work.
