We have something similar, at least similar looking in Russian / Soviet cuisine. Пирожное «Картошка» or Cake "Potato". It is really good on your taste buds. It can be decorated but the basic looks like this:

Ohhhhh so that's what they are!! My russian friend's very Russian grandmother makes these and always makes me eat a ton of them!!

I don't know about Kinako but the fish in the photo reminds me of a fillet that was dredged in cornmeal batter and waiting to be dipped into a hot wok full of frying oil!
