it resembles a hillstream loach, although I don't know much about loaches, cool looking fish though

Just wanted to know some info about this bizzarre fish, like why does it look like a cross between a Mango Pleco and a Freshwater Stingray. Range, diet, size, aquarium availability, etc. Basics.

they dont get very large from my understanding like 3-4 inches

Yup, it's a hillstream loach, several types are available so they say, around here we only see the drab ones.

Yeah its a type of hillstream. ive had this fish in the past. They are cold water and need a strong current in the tank. Very cool they sold them at walmart once upon a time as a hong kong pleco for like $5.
