Parasites can cause this, the fish "iches"

It also can be a display, comunication to each other, like showing off or showing dominance. Many African cichlids do this alot, espcially pseudotrophes and melonochromis.

Just watch closely to rule out parasites and treat according if you detect them
 
I had a Gar do that. I added a little bit of salt, maybe 1-2 spoonfulls per gallon and it stopped almost instantly.
 
It's called the shimmies.It happens to fish when their is a sudden change in temp or ph.Treatment is to heat up tank to 80 degrees,and a water change.And oscars get it alot because they are slobs. :D

Ive seen my oscar do that right before he goes to fight my jag...there is also an lfs around here that has a 265 with oscars that do that before they fight too
