I tried that once with some DIY caves and it took over 30 pds of cement to make about 2 pds of foam sorta sink. This stuff is incredibly buoyant.
 
i have actually started a background and sides that im going to attach it to. i am more than likely i am going to silicone it all together in the tank and either put cement or grout on all of it.
 
The one i did, is light, but will not float. I use a couple of suction cups to hold it in place. That and a snug fit. Iused less then half of a 5 gal bucket of mix.


Fyi ,, the mix i used works great, i had no issue with the water, i never soaked washed, anything, and no effect of balance.

Page 12 starts background, page 14 shows product i used. Came from Lowe's, and i am really happy with it. Works great for DIY concrete background over foam.

I've often considered making one of these backgrounds using styrofoam simply for a template. I would then use chicken wire over top of it and put concrete / cement mix over top of that. If buoyancy was a problem I'd just scraped away the foam or, if I was feeling lucky, apply a solvent to dissolve the foam.
