If you are doing FOWLR Then that light will be fine, there really aren't light requirements until you are keeping corals and certain other inverts.

IF you plan on a reef, I suggest looking into the par 38s. It *should* (depends on the specific bulb) fit in your desk lamp and you should be able to keep a nice range.

The fixture will work, but the bulbs are the wrong spec for a reef tank. If you bought the fixture, then changed the bulbs, it would be ok, but 24" aquarium T5 fixtures are not that exp and already come with the rt bulbs (depending on what you plan to do) for an aquarium.
I suject checking on Craigslist in your area and see if you can find a T5 aquarium fixture that will work for you and most on CL do not cost alot if you find the rt person.

yeah i plan on changing the bulbs lol but forgot to mention that sorry i can find some but the cost is like 100 or 70 and its the size of my aros tank well kinda and i already have it so no point of buying it so should i get this light??

Flake makes a great point, the PAR38's are inexpensive and can really put out some power. You can actually torch a coral with it if it's too close to the tank.
