I think Black looks better but some fish can disappear with a dark background. Some blues look tacky to me but if its a dark blue that could look good too.
Generally I like black unless it's a top view only pond for koi then definitely blue.

Although I have seen a planted tank with a blue background and was backlit with an orange bulb from the bottom which bled through the blue so it looked like a sunrise. That was pretty awesome.

That is not how it is done. The blue and orange mix will give a green color.
The sunrise and twilights type background are normally done with translucent stickers for the background and different coloured bulbs are flashed to a white board/ styrofoam at the back thus reflecting the color to the glass as if it is mixed in a more natural way.

All my tanks are black backs. I rock fake plants and nothing makes the bright plastic green pop like black substrate and a black background.
