Simply, a 3" oscar in a 10 gallon is the equivalent of a 42 inch oscar (if they got that big) in my 4300
That's with all things equivalently proportioned.
Is a 3" oscar ok in a 10 gallon that is overfiltered to the same degree that the 4300 is with the 42 inch one? Yep.
Should you put a 10 inch oscar in a 10 gallon. Nope, no more than I should put a 146 inch arapaima in mine.
