Not sure if its the case In the show but a lot of zombie movies hint at or point out that new zombies are faster. But as there is less to eat they slow down and slowly breakdown. Or somesh** like that

Good point except we've seen freshly turned zombies be manhandled like a life size adult doll. Case in point. Merle recently
 
So right now I'm watching the series on TV from the start. Is it me, or in season 1, doesn't it seem that the city ''walkers'' in Atlanta were a lot more aggressive. I mean they were practically running after the Rick and Glen when they went all gored out and ''undercover''. Hell, a few of them even climbed a fence chasing them. Now the country ''walkers'' seem to me like a lazy bunch. They just sort of limp around all mopey and let the people just waltz up and bash their heads in...... Anyway, just an observation.
Maybe they have started to rot as time has passed and aren't as mobile anymore. Just an idea.
 
I would imagine the ones out in the country have less to eat than the ones in the city areas so they could be "starving" and weak as a result.
