Yea, I thought of dropsy also but since it' not accompanied with bloat (body doesn't seem to be swollen) that it's just Scale protrusion which is a symptom of Dropsy.

But in any event, your buddy set you up because he's probably jealous of your fish ....... just playing.

I moved it out into a pond for QT/treatment and did some water changes just in case..
On another note, it's pretty white for a silver huh?
