If it was me I would just go with whatever appeals to me more. For example Budgetts are good eaters and all but their looks just don't appeal to me so I'll never keep one.
I keep both pyxies and pacmans and their activity level is pretty much the same. Now if you're talking about feeding response, than the pyxies has the edge there. But than again my ornate horned frog thinks he's a pyxie lol.

Fire salamanders and Marble salamanders are smaller and can fit in a 30. Most tiger salamander species can fit in a 30.
Dart frogs! I have a thread up somewhere that shows a bunch of the different types/colors you can choose from.

To the OP, if you want to stray off the anurans. You could go for tylototriton veruccosus, those are active and big eaters, make sure you identify them apart from T.shanjing, which is considerably more difficult. The salamander suggestions above are good as well, unlike frogs, they take better to handling, but should still not be handled. Tigers in particular have that smiley stupid look on their face.
