White pvc is perfectly safe. People use it all of the time as caves. I would drill a bunch of holes in it for circulation. I have taken silicon and painted it onto pvc and then rolled the pvc in gravel or sand to give it a more natural look. I then sort of angle it coming out of the substrate and slide my heater down in it, attaching the suction cups to the pvc.
