This is true, sadly. So much money is made from ignorance in this hobby. If this story is like a lot of others then some clueless employee at a chain store probably told him that if the GT wasn't bigger than 8" it would be fine thanks to the "inch per gallon" rule. Ignorance is also why you see people paying 50% more for a Fluval at Petsmart than you could get from Amazon.

I'm begrudged to play the devil's advocate here but I'm in a somewhat benevolent mood today and while its very sad to see something like this, violence against a fellow human being is not justified. I seriously doubt the guy is sitting there twirling his moustache and going "Nyaa, we'll see how this stupid fish likes being tortured by being kept in a tiny tank!". In other words, I doubt this is a deliberate, malicious and cruel act. It's just ignorance and carelessness.
 
Thank you Rokuzachi finally a voice of reason. Wish people would get this up in arms about the violence against people. The guy was probably told when he bought this setup his little 2 inch GT could live his life out in there.
