I would say to take down the address, and PM anyone that needs it. You never know who is watching. I only wish the owner of such a fish the best.

i am just wondering...what makes this fish so illegal to have??? is it endangered or protected?
 
This species is endangered, and is covered by ESA as zennzzo said, but also the lacey act, and cites appendix I.
 
The thought occurs to me: What is the chances that this owner actually owns this fish LEGALLY? Is there ANY chance? He clearly isn't set up to breed it. Is there any such permit that he might aquire that would allow him to have it at this resteraunt. It still seems wierd to me that he'd put it in the front window of his resteraunt with out owning it legally. It seems to me he'd be risking everything to do this.
 
There are permits that you can acquire that will allow you to own them legally. However, it is pretty difficult to acquire these documents, and it is a LOT of paper work.
