Whoever put the baby and the cobra together was obviously foolish, but the cobra was not actually biting the child. Since cobras are rear-fanged, they need to be able to grab something in order to bite it. The baby's head doesn't have anything for the cobra to grab, except maybe hair.
 
I can't view that video since I am not on my home computer and youtube is blocked on this network, but if that is the video of the child "playing" with a cobra that I have seen, I believe the animal has had its mouth sewn shut, and it is regular practice in the country to build up the child's courage with cobras for traditions such as snake charming.
