then i dont see why it wont work. cuz as of now all he wants is low light plants. so that light would be perfect. so when he decides to get different plants then he can upgrade. so why upgrade to a more powerful light to grow low light plants?

At 30" of depth, using CF, only the easiest of plants will grow. The vals will not do well at all at that depth without more light.
If it's not enough, add more or buy something else. Might as well try it out first if you already have it.
I saw some pretty good deals on T5HO floating around. I might just sell this one for some cash and put it towards the T5. I want this setup right the first time. I don't want to try out plants and kill them. That just equals more money spent on nothing.
I have the 48" model. It has 4 bulbs, two on each side. They pretty much meet in the middle.
Besides, I need to buy new bulbs if I am going to keep this one. So it may not be worth it to "try" and I will have to spend $40 on bulbs at least.

his light is 260watts, thats plenty. not sure where you get that vals dont grow well under that light and depth. if anything the vals well do the best. because they are tall and they reach the surface getting more lights.

I get that based on that I have done it many times. 260W of CF lighting is not enough to grow vals in a 30" depth tank. Even 2 54W HO T5 bulbs are not enough. See herenikond70s;4936553;4936553 said:

I have that CFL fixture on my 90G (24" depth), and it is what I would call "adequate at best" .... but if I were going to an even taller tank, I would not go with the CFL
frankly, I've considered replacing it with T5 for a while now ... maybe in the next year or so ...
