I have to disagree with you there in our old rented house we had to put money in the meter to get electricity and a few times i had to do some overtime at work and i would come home to find the power had run out and that my cats whould had there heads out of the water trying to get air and once i put some more money in the meter after about 10 min's they would all setel back down on the bottom again and breath normaly
 
Whilst airstones are good I would always use the filter to ripple the water surface as it is simply the surface agitation that allows the oxygen to mix with the water. I would add the airstones as extra agitation.

I hope I am not "teaching grandma to suck eggs" but I think a lot of people assume that it is the bubbles that are adding air when in fact it is the burtsting that is breaking the surface tension and mixing in the air.

I would also make sure that the tig has plenty of hiding space as it could have been a stress position
