It won't get full size in a 8x3 probs get to 50-60cm but that's a big jack would break your tank if he wasn't impressed haha.

this is not true, I know people and even had one that was just under 2ft in a 6x2x2 so it will get bigger in a 8x3.

Jacks tend to not bang the glass so your tank should be safe but yes he could break if he wanted, mine broke a net everytime we moved him lol.

in short yes you can keep one in a 8x3 its full life, will it live an amazing life most likely not as good as in the wild, I find jacks like sharks, sure you can keep them healthy etc in a tank but we will never get close to what they enjoy in the wild. Id say in a 8x3 he will get 2.5ft if not more depends how long you keep him and what you feed him but defs over 2ft. Just be careful when you clean the tank there bites hurt imagine a hammer with glass shards on it smashing on your hand lol.

I know 2 people who have larger jacks then 2ft. Ones in a rubber tub his about 2.5-2.8ft other is in a 12x4 and his 3ft and a half quite a big boy.

As for bass yes they can get that big in tanks, Next time im at my LFS I will take a picture this guys hugeee!!!
 
Try installing a dimmer. I mean, you probably wouldn't like lieing in your comfy bed and suddenly your room is bright like the sun, would you?:)
So what I would do if I were you, add a dimmer and a time switch, so the lights will go on slowly over a large period of time.
