I noticed tiny worm like bugs in/on my substrate and on the glass. They look like this and I'm thinking they are planaria( planarian?) worms.

How should I get rid of them?

Vacuum them and the food leftovers thoroughly. Usually food source is the biggest trigger of their exploding population. Don't resort to chemicals in destroying them. They are harmless to fish but do indicate that you may be leaving food leftovers which trigger their more obvious presence in your tanks.

I just did a water change and vacuumed the gravel. Keeping the gravel clean seems impossible with two oscars. They leave pieces of food ALL over the tank.

I might get a pictus catfish but I'm afraid it may get picked on by my oscras and flowerhorn.

They will not be as visible if you feed less. But they are useful in your filters as they keep your sponges aerated and provide better area for bacteria to colonize. I'd not worry about wiping them out, just use them as an indicator that you might be feeding too much.

I don't think I feed to much, it's just because of how messy my oscars are. They chew their pellets and spit tiny pieces around the tank.

Oh, mine never did that to the point of trouble. But I hear it is a common problem. As such, I would suggest removing your substrate and going barebottom, or perhaps sand.

I hate bare bottom tanks. They look terrible and fish don't seem to like it. If you leave half a tank bare and put gravel on the other half, the fish will always stay over the gravel. I might switch to sand, just not sure what color or grain size. I don't want to use something to fine but it's hard to find the grain size I like.
